Sometimes, the applicant did not keep a copy of the filled application/supporting documents submitted to IRCC. Many times, an application is unnecessary delayed in processing, and the reason of such delay is unknown.
In Canada, there are two legislations- The Access to Information Act and The Privacy Act.  These acts provide the Canadian citizen, permanent resident, individual or corporation in Canada the right to request an access to records including personal information  that are under the control of federal government institutions including  Immigration Refugees and Citizenship Canada (IRCC).

Access to Information and Personal Information Request

When any immigration application for temporary residence or permanent residence in Canada is refused, a tick-marked standardised refusal letter is issued from Immigration, Refugee and Citizenship Canada (IRCC). Such refusal letter sometimes does not specify/explain the Immigration Officer’s exact comments/outlook underlying the grounds of refusal mentioned in the refusal letter.
